Srinagar, Aug 22: Lieutenant Governor Manoj Sinha attended the Centrifuge Innovations and Public Systems (CIPS) Award Ceremony, organized in collaboration with the Jammu and Kashmir Institute of Management, Public Administration, and Rural Development.
The CIPS Awards aim to acknowledge the work of innovators, technocrats, and administrators who have contributed through technology-driven solutions in public service delivery. The event recognized efforts that have helped streamline services and improve access for citizens.
A rigorous selection process was followed to finalize the awardees from a pool of nominations.
During his address, the Lieutenant Governor highlighted the importance of adopting emerging technologies in public administration. He mentioned that this is the second edition of the CIPS Awards and expressed appreciation for the contributions of both technocrats and administrators.
Citing the launch of the Apple iPad in 2010 and Google’s experiments with driverless vehicles around the same time, he noted the scale and pace of technological development globally. He then pointed to a shift in the Indian governance approach post-2014, when Prime Minister Narendra Modi emphasized the use of innovation and technology in government.
He stated that over the past decade, administrators and technocrats have played a role in driving systemic changes. According to him, technology is changing rapidly, and the system must adapt continuously. He identified artificial intelligence as a key component of future planning and implementation.
He said that citizen-driven policymaking should guide future decisions. He cited the example of how mid-day meal distribution for children has been managed with the help of technology, improving efficiency and transparency. He argued that such interventions reflect how digital tools can support governance.
Sinha also spoke about the potential of agriculture and the growing role of AI in the sector. He said efforts should be directed toward supporting agriculturists by equipping them with technology-based solutions that can assist in production, distribution, and market access.
He said that the performance of policies should be the metric of governance and that adopting technology is necessary to meet the needs of citizens. He called on institutions, public officials, and technocrats to continue developing systems that support public service delivery through innovation.(KNS).
