Srinagar, Jan 04 : A day after the Lieutenant Governor summoned the Jammu and Kashmir Legislative Assembly session for February 2, 2026, Speaker Abdul Rahim Rather on Sunday said a proposal to hold the session in two parts is under consideration.

Speaking to Kashmir News Service (KNS), Rather said he will meet the Leader of the House (Chief Minister) to discuss the government’s programme for the session, including the budget presentation and legislative agenda. The schedule will then be placed before the Business Advisory Committee (BAC) for final approval.

“I will meet the Leader of the House to discuss the government’s programme, when the budget will be presented and what business the House will take up,” he said.

The Speaker said members have already been given time to submit bills, Assembly questions and resolutions, which will form part of the session business.

Rather said the Assembly is working to plan sittings around Ramadhan, which begins later this quarter, and that the February timeline was chosen to ensure the budget is tabled before the end of the financial year. “We are working to keep sittings minimal in Ramadhan,” he said.

Explaining the early call for the session, the Speaker said the move was linked to the upcoming holy month and the constitutional requirement to present the budget before fiscal closure.

“Keeping Ramadhan in view, the session has been called in February so that the budget is presented before March 31,” he said.

He also said the government aims to table and pass the budget before March 31, 2026, ahead of the financial year’s end on March 31, 2026, while ensuring enough time for debate and approvals.

The Speaker said a BAC meeting will be held closer to the session to finalise the full calendar. “The BAC meeting will be held when the session is near,” he added.(KNS)
