Jammu, Apr 16: The Jammu and Kashmir government on Thursday unveiled a draft notification proposing a major restructuring of the Revenue (Subordinate) Service Recruitment Rules, 2009, officials said.
An official told news agency Kashmir News Service (KNS) the move follows the bifurcation of the erstwhile state into the Union Territories of Jammu & Kashmir and Ladakh, necessitating a redistribution of sanctioned strength under the existing SRO-74 of 2009.
According to the draft Schedule-I placed in the public domain by the Revenue Department, the proposed sanctioned strength stands at over 10,000 posts. This includes 507 Naib Tehsildars, 1,207 Girdawar/Saddar Qanungo, 4,809 Patwaris, 28 Section Officers, 29 Geo Spatial Specialists, 74 Geo Spatial Analysts, 163 Junior Scale Stenographers, and 2,694 multi-tasking staff, among others.
The draft rules also provide for a five per cent deputation reserve and a five per cent leave reserve. Notably, 324 posts created in the Registration Department will form part of the deputation reserves.
As per Schedule-II-A, for the post of Naib Tehsildar, 40 per cent of vacancies will be filled through direct recruitment and 60 per cent by promotion from Girdawar with a minimum three years of service. The post of Patwari will be filled 100 per cent by promotion from the same class, requiring at least five years of service.
For Girdawar/Saddar Qanungo, 100 per cent direct recruitment has been proposed with graduation from any recognised university as the minimum qualification. Direct recruits will be required to qualify an examination on computer applications, revenue laws, and GIS conducted by the Revenue Training Institute during probation.
Other key posts such as Section Officer, Senior Scale Stenographer, and Geo Spatial Specialist will be filled entirely through promotion from feeder cadres.
Officials said the revision was necessitated due to the creation of certain posts in lieu of obsolete ones, keeping in view the increasing use of information technology in the Revenue Department.
