Srinagar, June 10 : The Jammu and Kashmir administration has accorded administrative approval for the construction of a Dak Bungalow at Bomai Tujjar in North Kashmir’s Rafiabad Constituency at an estimated cost of ₹273 lakh under the 14th Finance Commission Award (14th FCA) for the financial year 2026-27, officials said.

An official told news agency Kashmir News Service (KNS) that the approval, issued vide Order No. 29-DRDK/P&S of 2026 dated June 9, has been granted in favour of the Assistant Commissioner Development (ACD), Baramulla, who will act as the implementing agency for the execution and completion of the work.

The estimates have been technically checked by the Chief Engineer, PWD (R&B), Central Kashmir, the official stated.

As per the administrative approval, the work shall be taken up strictly under the 14th FCA guidelines issued vide Government Order No. 155-RD & PR dated April 25, 2019, and all codal formalities under the General Financial Rules-2017 shall be observed.

The official mandated that tenders shall be floated as per the procedure adopted by departments like PWD, and a penalty clause of 10 per cent of the contracted amount shall be recovered from the contractor in case of delay, besides forfeiture of the CDR.

Officials said the work is not the subject matter of any court or under any adverse observation or investigation by the police, crime branch, or vigilance organisation. It has also been clarified that the work is not covered under any other scheme to avoid duplicity of expenditure.

The implementing agency has been directed to ensure that the land required for the project is government or state land free from all encumbrances, not prone to floods or geological activities, and with no provision for land compensation.

The approved work shall be completed both physically and financially within the current financial year and within the approved estimated cost. Any cost escalation or deviation shall be the personal responsibility of the implementing agency, the official warned.

The official also mandated the erection of Citizen Information Boards (CIBs) at the work site depicting the details of the scheme, estimated cost, and expenditure incurred, besides maintaining a photographic database with latitude and longitude coordinates before, during, and after execution.
