J&K govt registers over 1 lakh casual, daily wagers; regularisation under review

Jammu, Feb 17 : The Jammu and Kashmir government on Tuesday informed the Legislative Assembly that more than one lakh Casual, Daily Rated, and other temporary workers have been registered across various departments through Aadhaar-based biometric identification and skill profiling.

In a written reply to multiple questions in the Assembly, officials said a total of 1,00,501 workers have been recorded, including 69,696 casual labourers, 8,534 seasonal labourers, 8,836 daily rated or work-charged employees, 3,092 part-time staff, 156 CIC operators, 5,757 NYC hamals and drivers, 1,929 employees under the Hospital Development Fund, 2,153 part-time sweepers, and 348 settlement assistants in the Revenue Department.

Region-wise, 57,390 registered workers belong to Kashmir division, while 40,077 are from Jammu division. Among departments, the largest numbers are in PHE/I&FC (38,585), Power Development (13,616), Education (12,646), Forest (8,317), and Public Works (R&B) (6,801).

The government said a Committee headed by the Chief Secretary has been set up under Government Order No. 384-JK(GAD) of 2025 dated March 19, 2025, to examine the issue of regularization. The panel will review different worker categories, applicable service rules, financial implications, and legal aspects before suggesting a roadmap for regularization.

Officials emphasized that the matter involves legal, administrative, and financial considerations, including adherence to constitutional provisions and judicial guidelines related to public employment. Appropriate action will be taken once the Committee completes its review within the established legal and fiscal framework.(KNS).
