Pending procedures and fund release under close government review: Minister Javed Dar

Srinagar, Sep 27 : Jammu and Kashmir Cabinet Minister Javed Ahmad Dar on Saturday said the government is in the process of addressing financial liabilities created before and after 2019, adding that funds are being released gradually and that preparations for the upcoming Assembly session are underway.

Speaking to KNS, Dar said that over the last 10–12 months, the government has been coordinating with the Union Government to settle pending liabilities from both before and after 2019. He noted that while some funds have already been received, additional money is still in the pipeline.

He recalled a recent visit to Jammu with a Union Minister on a flood-related tour, during which he discussed pending financial allocations. Dar said he informed the Minister that a significant portion of the funds had yet to be released. According to Dar, the Minister assured that all demands submitted from Jammu and liabilities created after 2019 are being processed and that funds are being released in tranches. He added that in the coming days, the relevant departments would receive the allocated amounts.

Dar also spoke about preparations for the upcoming autumn session of the Legislative Assembly. He said that the Assembly functions primarily for legislators, with ministers providing responses to queries. He noted that the session is scheduled to begin on October 13.

According to Dar, the Cabinet on Friday decided that the session will run from October 13 to either October 17 or 18. He said the Governor has been recommended to notify the schedule. “I think the Honourable MLAs are preparing themselves,” Dar added, noting that members will submit questions, and any government bills will be presented during the session.

He explained that other formalities, including the report of the Backward Class Commission and procedures related to tied elections, are in progress and must be completed before certain legislative business can be conducted. “Once all these things are done, we will have a tied election,” he said, referring to pending election processes.

Dar also indicated that the release of funds and the convening of the Assembly session are part of ongoing efforts to ensure that financial and legislative matters are addressed systematically. He said the government is monitoring the situation closely to ensure smooth implementation.
