Srinagar, Sep 7 : The Directorate of Colleges of Jammu and Kashmir Higher Education Department on Monday launched a mobile application to enable college students to lodge grievances and receive official information directly on their smartphones.
Director Colleges Dr Sheikh Ajaz Bashir released the JK_SIGMA (Students Integrated Grievance and Messaging Application), which has been developed in-house by the Directorate of Colleges.
The application extends to smartphones the SIGMA platform that has been available through the Directorate of Colleges website since June 2025, according to an official statement.
The platform was launched as part of the Higher Education Department’s information and communication technology initiatives aimed at providing students with a confidential channel to raise issues that remain unresolved at the college level and receive official information directly.
Around 1.6 lakh students from 142 colleges are presently registered on the platform, while a substantial number of grievances have been received and resolved through it, the statement said.
The mobile application, available free of cost on the Google Play Store, allows students to receive official bulletins from the department and their respective colleges, submit grievances, track their progress and rate the response received.
The bulletins can also remain accessible on the device without an active internet connection.
The application provides college and Directorate officials with role-based access, statistical dashboards and alerts for grievances pending beyond the prescribed period.
The identity of a student filing a grievance will not be disclosed to the concerned college without the student’s consent, the statement said.
Dr Bashir said the mobile application removes the last barrier between students and the department.
The application has been developed in-house under the patronage of Higher Education Department Commissioner Secretary Ram Niwas Sharma, who has been promoting ICT initiatives and ease of access for students and staff, it said.
Colleges have been directed to verify student records on the Directorate Portal, conduct awareness campaigns and ensure that grievances received through the platform are addressed within two days.
The application can be accessed through the Directorate of Colleges website, while the app is available on the Google Play Store.
